On November 17, Archbishop Bernardito Auza, Permanent Observer of the Holy See to the UN, gave an intervention during the Security Council Open Debate on the “Maintenance of International Peace and Security: Security, Development and the Root Causes of Conflict.”
In his statement, Archbishop Auza mentioned the burgeoning consensus that development, human rights, and peace and security are the guiding principles of peacekeeping and peacebuilding and said that this consensus must be made practical to save generations from the scourge of violence and to achieve sustainable development. One area of practical application, he noted, must be among UN bodies and agencies and in a greater relative allocation of funds to development in contrast to the amounts given to peacekeeping operations. He also underlined the importance that grassroots movements, faith-based organizations and local communities play in the prevention of conflict and in peacebuilding.
